The handles are from a waistband.
Sewn in a coil basket style.

Built-In Gift Cards - Martha Stewart Crafts

I am not sure if the picture is clear enough but this is really clever. By adding a large fold to the wrapping paper before you wrap the present you create a pocket large enough for the card. No more lost cards before the gift reaches the recipient.

p.s. I know tape works to but this is clever!
